JOB DESCRIPTION

Your new challenge with ITI!

Our client in the Public function industry is currently seeking a Level 3 (Senior) Project Manager for a Twelve (12) month mandate with renewal possibility.

 

Employment specifications :

  • 35 hours per week
  • Hybrid (remote and On-Site)

 

Your schedule could look like :

  • Manage the deliverables of several project team members to ensure successful delivery of project elements.
  • Liaise with other functional groups within the employer and IM & IT Security to ensure that project deliverables are schedules, and resources are assigned.
  • Manage the project during the planning, development/implementation and operational startup by developing a capacity plan to ensure that resources are available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters.
  • Formulate problem statements, establish procedures for the development and implementation of significant, new or modified projects elements to solve theses problems, and obtain approval thereof.
  • Definer and document the objectives for the project: Determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team.
  • Report progress of the project on an ongoing basis and at scheduled points in the life cycle.
  • Closely monitor project scope, schedule & cost and create project change request as needed to track any significant changes.
  • Closely manage risks & issues by collaborating with stakeholders, governance and team member to brainstorm options and provide recommended path forward as mitigation.
  • Meet with stakeholders, governance member, and other project managers to provide comprehensive updates, obtain critical project decisions and outline encountered problems with the right context, options analysis and recommended solutions.
  • Prepare plans(including timelines, work and resource breakdown structures), charters, charts, tables and diagrams to assist in analyzing or displaying problem.
  • Track change request.
  • Develop risk management, implementation, release management, transition, communication and quality management plans.
  • Provide input to technical documentation.
  • Develop and deliver presentations.
  • Draft and submit progress reports using the CNSC project management framework.
  • Work with a variety of project management tools.
  • Adapt and tailor the project approach as the situation demands while remaining compliant with CNSC-IMTD gating process.
  • Project lessons learned, closure & sign-off
  • Realise the required deliverables:
    • Project charters
    • Input to technical documentation
    • Project plans, including work breakdown structure (WBS), timelines and resource breakdown structure (RBS)
    • Release management and transition plans
    • Communication plans
    • Quality management plans
    • Cost estimates
    • Implementation plans including handover to production
    • Project status reports in MS Word for distribution to clients and project authorities
    • Presentation to Senior Management and CNSC Staff on project governance decisions
    • Project briefings to project authorities in MS PowerPoint Format
    • Tracked change requests
    • Risk Management Plan
    • Monitoring the project against the project management plan
    • Others required deliverables.

 

Must-have :

  • 10+ years of experience or 5+ years with a recognized professional certification (PMP, Prince 2,, etc.).
  • Worked on a minimum of two (2) Information Technology-enabled transformation projects (With a value of at least 1M$, for a minimum of 6 months and who impacted at least 500 employes) within the last 10 years and have performed at least six (6) of the following ten (10) tasks in each project:
    • Managed the deliverables of several project team members to ensure successful delivery of project elements.
    • Liaised with other functional groups (e.g. IT Security, HR, Records Management) to assign resource and schedule deliverables.
    • Managed the project during the development implementation and operations startup by developing capacity plans to ensure the project was fully operational within agreed time, cost, and performance parameters.
    • Formulated problem statements, established procedures for the development and implementation of significant, new or modified project elements to solve theses problems and obtained approval thereof..
    • Defined and documented project objectives, budgetary requirements, and the project team’s roles and responsibilities.
    • Reported progress by providing updates on timelines and deliverables of the project on an ongoing basis and at scheduled lifecycle points.
    • Met with stakeholders and other project managers to outline encountered problems, resolve project challenge and outline solutions comprehensively
    • Prepared plans, charts, tables and diagrams to assist in analyzing or displaying problems, worked with a variety of project management tools.
    • Followed a Project Management Gating Process to ensure project milestones were met and approved.
    • Obtained formal approvals and signoffs at key project milestones.
  • Thirty-six (36) months of experience since April 2019 in managing digital transformation project following the Directive of the Management of Projects and Programmes Canada, which include a minimum of at least four (4) of the following tasks on a project of a value exceeding 1M$, lasting 12 months and impacting at least 500 persons:
    • Governance alignment : Established or followed a governance structure aligned with the directive and ensured that the project’s objectives aligned with organizational priorities and GC outcome.
    • Project lifecycle oversight: Managed the project lifecycle stages (Initiation, planning, execution, monitoring, closure) using the Government of Canada gating process.
    • Stakeholder engagement : Identified, engaged and collaborated with key stakeholders, including executive-level sponsors and cross-functional teams to define project goals and secure approvals.
    • Risk and issues management: Assessed, mitigated, and documented project risks and issues throughout the lifecycle in alignment with the directive.
    • Performance metrics: Established performance indicators to monitor and measure progress and report outcomes effectively.
    • Project deliverables: Delivered defined output that aligned with the project scope, objective and Government of Canada Standards.
  • Experience managing projects involving multiple internal stakeholders groups or line of business and having done the following tasks:
    • Established project deadlines and deliverables through stakeholder consultation
    • Negociated changes to deadlines and deliverables to address evolving project needs or contraints.
  • Experience implementing and managing projects that followed a defined project management gating process
  • Experience managing project governance through presentations, formal communications and updates, options analysis for risk management and decision making in the last 60 months.
  • Experience in tailoring project managemetn methodology (Agile, Traditional, Hybrid) as per the need and has experience in all 3 project management methodologies.
  • Project managemetn certification (LeSS, SAFe, Nexus, Disciplined Agile, etc.).
